Jubilee House is a six-bedded inpatient service providing step-down recovery placements for people with a diagnosis of learning disabilities. There are a further two beds available in a self-contained purpose-built flat. The service is suitable for people who may currently be placed in secure services or are supported by assessment and treatment services out of the London area.

The team specialises in helping people make the transition from secure services to an increased level of independence. This includes people who have complex needs that include some form of challenging or offending behaviour and/or mental illness. Service users may also have an additional diagnosis of autism, personality disorder or have needs which mean they cannot be effectively treated in a mainstream mental health setting.

Jubilee House will benefit service users who require a short period to re-establish relationships with their community team and their circle of support before the final step into independence in the community.

Jubilee House is also able accept service users detained under section of the Mental Health Act and the team has experience of providing care for service users on Section 37/41.

The availability of step-down recovery facilities, such as Jubilee House, has been highlighted as essential in the Department of Health’s Winterbourne View Review: concordat programme of action.

Jubilee House can ensure that the least restrictive environment is available as close to home as possible so that local providers can work with the service user and with the full support of their local networks.

Eligibility criteria (who is the service for?)

The team provides care and support for adults who:

  • Are aged over 18
  • Have a learning disability and mental health/challenging behaviour (complex needs)
  • Are preparing to move from a hospital setting into independence in a community setting

The team is currently unable to accept referrals via 
NHS e-Referral.

Service times

The team is operational 24 hours a day, seven days a week.

Referrals can be made at any time but will be responded to between 09:00-17:00.
