In Hillingdon, we’re working hard to make it easier for staff to work across organisational boundaries so that they can focus on what matters most - delivering great care. That’s exactly what the Workforce Passport is all about.

Instead of repeating the same checks, paperwork and processes every time someone needs to support a different part of the system, the Passport creates a smoother, quicker way for staff to work across teams and organisations.

The Workforce Passport is the product of real collaboration of all the Hillingdon Health and Care Partners including our ICB borough team who co-created, tested and took feedback at all our key governance forums over many months.  The time spent going through the process, getting everyone’s input and assuring ourselves is now really paying dividends.

What the Passport Does

  • Lets staff keep their usual job, contract, pay and employer
  • Gives them accesses and permissions needed to work in other Hillingdon Health and Care Partner (HHCP) organisations
  • Cuts out duplicated recruitment steps while keeping governance strong
  • Helps teams collaborate more easily, which means faster, joined‑up support for patients

How It Works
Staff stay employed by their home organisation, while the host organisation gives them access to the systems and tools they need. Onboarding include DBS checks, ID verification, NHS Mail, Smartcard access and a clear scope of practice agreed through a tripartite agreement.


Real Life Examples

Doctors support our community nursing teams to care for our most frail patients
The Hub responds within two hours to support frail or end‑of‑life patients in their usual place of residence. It’s been built from a community service staffed by nursing teams and we’ve recently introduced GPs working as Senior Clinical Decision Makers.  These GPs work for the Confederation but use the Passport to access SystmOne (the community patient record) alongside the access they already have to EMIS (our GP system) allowing quick decision‑making to support community nurses and help keep patients in their own homes wherever possible.

Joining up the teams supporting patients and their families at end of life

Harlington Hospice uses the Passport to support joined‑up end‑of‑life care. Their teams can safely access systems across organisations, making it easier to deliver coordinated care. Examples include Palliative Integrated Care Team Support Workers and Wellbeing Support Workers accessing NHS and GP systems to support neighbourhood‑level care.
